Electric vehicle charging infrastructure is an important infrastructure that supports the development of the new energy vehicle industry and the construction of a new power system, and promotes the green and low-carbon transformation in the transportation and energy sectors. With the iterative upgrading of industries, high-power charging facilities with a single-gun charging power of over 250 kilowatts have been further popularized. To implement the relevant requirements of the "Guiding Opinions on Further Building a High-Quality Charging Infrastructure System" (Guo Ban Fa [2023] No. 19) issued by The General Office of the State Council, further optimize and improve the network layout of charging facilities in China, and steadily build a high-power charging infrastructure system with a reasonable layout, upgraded quality and advanced technology, the following matters are hereby notified.


1. Strengthen the special planning and overall coordination of high-power charging facilities

Based on the local economic development level, the promotion intensity of new energy vehicles and the distribution of power resources, with the immediate charging and immediate departure scenario as the focus, the development layout of high-power charging facilities should be made in a way that suits local conditions, is moderately advanced and scientifically reasonable. The provincial department in charge of the development of charging facilities should, in conjunction with other relevant departments, reasonably determine the development goals and construction tasks of high-power charging facilities in the charging network planning, formulate special plans for high-power charging facilities in a timely manner as needed, and jointly with the transportation authorities and others, give priority to clarifying the construction plans in the scenarios of expressway service areas. Take the lead in implementing high-power renovations on charging facilities with a utilization rate exceeding 40% during major holidays. Planning and compilation should follow market rules, conduct thorough predictive arguments, and be well coordinated with territorial space planning, distribution network planning, and transportation planning to achieve the coordinated development of high-power charging networks and existing various types of charging facilities. By the end of 2027, efforts will be made to have over 100,000 high-power charging facilities across the country, with iterative upgrades in service quality and technological application.


2. Second, guide the orderly construction of high-power charging facilities

The project construction entity should handle the project filing procedures in accordance with the "Regulations on the Administration of the Approval and Filing of Enterprise Investment Projects" and other relevant laws and regulations. The departments leading the development of charging facilities in various regions should, in conjunction with the investment authorities, strengthen the supervision of high-power charging facility projects to prevent resource waste and disorderly construction. Give full play to the guiding role of the government, promote the intensive utilization of factor resources, and support high-quality operators with good investment capabilities and operation experience to carry out the construction, renovation and operation of stations. Actively layout dedicated high-power charging facilities for public transportation, logistics, medium and heavy-duty freight transportation, etc. The high-power charging facility networks built by new energy vehicle enterprises themselves should, in principle, be open without discrimination. Promote the business model that integrates charging stations with catering, entertainment, shopping, and automotive services based on the conditions of the stations, and enhance the charging service experience.


3. Strengthen the operation and management of high-power charging facilities

Charging operation enterprises should continuously enhance the supply of high-safety, high-quality and high-efficiency charging products and services, optimize the on-site environment of charging stations, improve on-site signs such as operation guidelines and price announcements, and rationally allocate operation and maintenance service personnel. Charging operation enterprises should accelerate the construction of intelligent operation and maintenance platforms, achieve the recording of fault data during the high-power charging process, enhance the ability to monitor the operation status of charging facilities and handle faults, and strive to keep the equipment availability rate no less than 98%. All high-power charging facilities should be fully connected to the government's monitoring service platform. The departments in charge of the development of charging facilities in various regions should regularly carry out evaluations of charging services and special inspections on operational quality, encourage enterprises to build high-power charging brands with high-quality services and distinctive features, and set benchmarks for high-quality images.


4. Strengthen the safety management of high-power charging facilities

The department in charge of the development of charging facilities must strictly implement the work requirements that "those in charge of the industry must be responsible for safety, those in charge of business must be responsible for safety, and those in charge of production and operation must be responsible for safety", attach great importance to the safety management of high-power charging facilities, and work with relevant departments to urge the design, construction, supervision and other units of public charging stations to fulfill their main responsibilities for production safety. Charging construction and operation enterprises must strictly follow the provisions of national standards to carry out the site selection, design, construction and layout of fire protection facilities for high-power charging stations. Charging operation enterprises should strengthen the management of equipment procurement, verify the product qualification certificates and compulsory product certifications (CCC certification) of charging piles and supporting equipment, and ensure compliance with quality regulations.


5. Promote the integrated development of high-power charging facilities and power grids

Power grid enterprises should actively carry out research on the impact of high-power charging load characteristics on regional distribution systems, and assess the grid's capacity to access high-power charging facilities in a hierarchical and graded manner. Promote the integration and connection of the layout planning of high-power charging facilities with the planning of distribution networks, and moderately advance the construction of power grids and promptly upgrade and transform them. Encourage the establishment of intelligent and orderly high-power charging stations, set up an efficient interaction mechanism between high-power charging stations and distribution networks, build photovoltaic power generation and energy storage facilities in accordance with local conditions, explore the optimization of power access capacity verification methods for intelligent and orderly high-power charging stations, rationally utilize the off-peak capacity margin of distribution facilities, and enhance the access capacity of distribution networks for high-power charging stations. Support charging operation enterprises to participate in power market transactions and demand response by accessing the new load management system, and promote the high-level consumption of clean energy by electric vehicles through price signals.


6. Improve the technical standard system for high-power charging

Relevant research institutions, industry associations and others should continuously promote the construction of a high-power charging technology standard system, accelerate the formulation and revision of key technical standards such as equipment types, measurement and testing, communication protocols, station construction, operation and management, safety protection and digitalization and intelligence, and promote high-quality industrial development through standard improvement. Adhering to the principle of respecting the market and focusing on the long term, we will promote the inclusion of national standards for high-power charging in the market access conditions for vehicles and charging piles, carry out vehicle-charging pile mutual matching tests and comparative verifications for national standards for high-power charging, and comprehensively consider market acceptance, product compatibility, technological advancement, and operational safety. Classify and promote the installation and application of high-power charging standards in passenger vehicles and commercial vehicles such as heavy-duty trucks on high-voltage platforms. Strengthen the internationalization of high-power charging standards and promote the coordinated development of domestic and international charging standards.


7. Promote the innovative application of high-power charging technology

Charging operation enterprises should enhance the technological upgrading of charging equipment to improve the operational efficiency and service life of high-power charging facilities. Encourage the adoption of a power distribution strategy that prioritizes high-power charging for split-type devices. Accelerate the domestic substitution of core components such as high-voltage silicon carbide modules and main control chips, and promote the overall upgrading of the charging industry chain covering components, system integration and operation services. Research and pilot applications of single-gun megawatt-level charging technology are carried out for large-capacity and high-rate power battery application scenarios such as electric heavy-duty trucks, electric ships, and electric aircraft. By applying technologies such as intelligent power management, unmanned aerial vehicle inspection, charging safety early warning, and smart fire protection, we will enhance the intelligent safety management of high-power charging stations and improve the intelligent operation and maintenance level of charging facilities.


8. Strengthen the guarantee and support of elements

The departments in charge of the development of charging facilities in various regions should work with relevant departments to further strengthen the guarantee of elements for the development of high-power charging facilities and increase the supply of supporting policies such as land use, power supply, finance and banking. Encourage the granting of a lease term of more than 10 years to charging stations and guide enterprises to operate stably in the long term. Power grid enterprises should enhance the power supply guarantee for high-power charging facilities, with a focus on addressing the power capacity in highway service areas, reducing the cost of power introduction, and shortening the power expansion cycle. Encourage research on subsidy and incentive mechanisms for the construction and operation of high-power charging facilities, and support the construction of qualified high-power charging facility projects through local government special bonds and other means.


9. Strengthen organizational coordination and work supervision

The departments in charge of the development of charging facilities in various regions should strengthen work coordination, actively cooperate with energy, transportation, industry and information technology, natural resources, housing and urban-rural development, market supervision, emergency management and other departments to jointly carry out planning compilation and refine policy implementation measures. The National Energy Administration will work with the Ministry of Transport and other relevant departments to conduct regular evaluations of the implementation situation based on the construction progress in various regions, relying on the government's charging monitoring service platform. It will also create a number of demonstration cities and expressway corridors for high-power charging applications in a timely manner to promote the high-quality development of high-power charging facilities.
